Fastest way:
Copy the part of the image that you want to blur to a new layer - be it a car.
Under filters go motion blur. Add the values you want. Then you might want to erase some of the blur to get the car in a half-blur effect. Tweak to your liking.

heheheh a quick answer. me i have many ways to make a motion blur for a car. one is in max which is the motion blur itself, another one is from photoshop pluginss that could create a motion trail in a split seconds. if you still need an illustration tutorials, let me know.
