I think he might still want to be in the contest, just he might not quite understand the rules. Different language maybe?!?

Yes, I hope he does, that is why I tried to explain it above, he can still enter the contest, just needs a concept and submit it. I know there are a lot of situations around here where English is a second language, if someone has trouble understanding, they just need to express this to us and we will do our best to communicate.
