I just came accross this after short segment on FOX news, VINCENT CALLEBAUT ARCHITECTE PROJETS TOUT
Conceptually, I think he has some good insight.
The idea of a "floating city" towed to areas suffering from natural disasters doesn't seem like a huge leep from the concept of towing iceburgs for water. Certainly it'd be limited to coastal areas...

True Russell, floating cities not great, but when you see the devastation caused by hurricanes and the like a solution like this could ease a lot of trama to a populice.

As for building floating cities, I don't know... I kinda like that idea.
For example, the bridge between Denmark and Sweden really helped marine life development. It was quite a surprise to environmentalists, who expected the opposite.
It seems that the idea for the airport in Iceland came from the microscopic look of volcanic ash

I think in future there can be some concepts in the air also. Long time ago I had seen a movie 'Fifth Element', in that movie I like the city and traffic concept.
